I think urban sea-side cities like Helsinki and Stockholm should have a lively pedestrian sea-side boulevard with shops, cafes, restaurants, parks and boats and without any cars.
Järvenpää is beautiful in this regard, but it's only the park that they have succeeded. The park is great, almost zen like place sometimes.
In Helsinki, south coast is kind of great, but it too is designed for cruising Ferraris, not for pedestrians.

Have you walked around Södermalm? You can almost walk the whole "island" by the coast.
